When analyzing the textual content of multicultural education , one key paradigm to determine the outlook of the state concerning the protection of cultural heritage is “these are not just representations or marks of difference but are also important elements of national identity”. Gramsci believes that all social relationships are characterized by being at different levels and merging accordingly. He criticizes capitalism for its leveling process wherein there is no acknowledgment of hierarchies. Ferguson argues that equality leads to complacency and encourages people to stick to their own sphere. Williams rejects equality thinking it leads to isolationism, unlike what Gramsci envisages where hierarchies can find common ground.
The following illustration illustrates how this hierarchy is played out in terms of educational policies, particularly with reference to Pakistani laws.
